Changes in character from previous game:
Thanks to the suppressing of magical and supernatural powers in Panem, Ermac was forced to think completely on his own for the first time in his life. The brutality toward children in Panem violated his peculiar sense of honour, so this combined with the influence of other Tributes such as Phil Grey (the Phone Guy, FNAF), Ellis (Left 4 Dead 2), and Sandy Marko (Marvel) reshaped his moral code. He is still severe and humourless, and still supports the barbaric laws and traditions of Outworld, but he is now more likely to become protective of people who can't fight for themselves, especially if they happen to be children.

Personality:
Although Ermac is made of many thousands of souls trapped inside a magical construct, he has managed to develop something of his own personality and code of honour. As his Emperor's primary enforcer, he is quick to follow the orders of those he respects as an authority, and carries out his orders with cold (and often brutal) efficiency. While he's quite happy to take direction from others, he will not follow orders blindly, nor will he obey someone who he feels is not an effective or worthy leader. In fact, he's very much prepared to kill a poor leader if he thinks their incompetence will compromise his own or others' safety (as long as the people at risk are on his side, of course).

His true loyalty is, ultimately, to Outworld, and his desire to serve and protect his realm is his quite literally his prime directive. He'll jump on any opportunity to return home, and absolutely believes that the ends justify the means when it comes to keeping Outworld safe.

As ruthless as Ermac can be, all the warrior souls within him have instilled a sense of honour and justice in him. Although it's Outworld's sense of honour and justice (which tends to involve a lot of ritualistic combat and fights to the death, as well as an "eye for an eye" approach to crime), he finds the concept of attacking innocents and bystanders disgraceful, thinks of chaos as ultimately self-defeating, and thinks of pointless violence as a complete waste of time. In short, he has no patience for typical villainy, and actually values the kind of stability that allows societies to flourish. Because of where he comes from, he also believes that strength and authority need to go together, since a leader needs to be strong enough to not only defend themselves but crush any threats in the field of battle. Diplomacy is a wonderful tool in his opinion, but death tends to be a much more permanent and effective solution when you've got enemies threatening to tear your civilization apart at all times.

Ermac is extremely skilled in combat, and is proud of those abilities to the point of arrogance. He does not tolerate insults well, tends to look down on people with no martial or political abilities, and tends to have very little patience for incompetence or laziness. If he thinks someone isn't worth his time, he'll generally ignore them and cut any interactions with them as short as possible. If pushed too far, he'll dish out some corporeal punishment to thoroughly to put them in their place.

The presence of all those souls does cause some very literal internal conflicts for Ermac. Although he can function just fine despite all that fighting among his souls, too much discord within him can lead to Ermac becoming confused, indecisive, or unable to react quickly to the world around him. His creator also gave him something of an eternal hunger for new souls, and although he's now less eager to consume the souls of any warrior who's had the misfortune to die near him -- including that of his own creator, that hunger still lurks deep within him, kept in check by his self-discipline.

As a result of his creation and experience in many battles, more than ten thousand different minds have been forced to co-exist in extremely tight quarters under the command of a construct. There tends to be at least some squabbling and fighting among his souls at any given moment. Fortunately, no one soul has been strong or influential enough to gain dominance over the rest of the collective and overthrow the construct's personality. It's possible for others to influence Ermac's personality and moral compass, however, as demonstrated by the differences in his personality between the original timeline and the current timeline, as well as his growth in The Games. With the right influence, Ermac has the potential to become a powerful ally to either the forces of light or darkness.

Powers/Abilities: His powers vary somewhat from entry to entry, but Ermac is a powerful telekinetic. He's able to use that power to fly (will be reduced to hovering and floating most of the time, and will be nerfed for some puzzles), teleport short distances (also nerfable), throw people and objects, and move himself into alternate realms and pocket dimensions. While the latter allows him to briefly vanish and avoid harm, he can't move in that pocket dimension, so he reappears exactly where he was.

Interestingly, the presence of all those souls makes him immune to telepathy; any attempts to read his mind results in the telepath being overwhelmed by the voices of all ten thousand souls at once. His souls' energies can also be used to briefly trap other people and add extra force to his attacks.

The sheer concentration of that power also means that his eyes glow bright green at all times, and his special attacks have a green glow to them.

Ermac is also an expert in every known form of hand-to-hand and melee combat, and is proficient with military weapons even though he prefers not to use them. Being a living crime against nature has some benefits after all.

His nature as a soul construct means that Ermac can sense souls within his vicinity, whether they happen to be alive or dead.

His current Emperor has actually deployed him as a kind of blood hound in order to hunt down people trying to hide from him.

Finally, Ermac is able to consult with his many souls, with mixed results since any information he gets is dependent on what they knew in life and just how traumatized they are. Given that none of them originate from the Castle's realm, they'll take on the roles of more general advisors since they can't tell him exactly where to go or what to do.
